The defenie establish ment is at present engaging in con tinuous construction of missile test ing facilities and launching sites throughout the country. Repeatedly, these missile sites and test facili ties have been completely closed down by “common situs’’ picketing. Among those that have been affect ed are Redstone Arsenal in Ala bama, Cape Canaveral in Florida, and Atlas and Titan sites in Kansas and Wyoming. In almost every in stance, applications to the National Labor Relations Board or to the court have, by injunction, brought an end to the picketing. Should the common situs picketing bill be en acted. these work stoppages could not be ended since they would be legal. The cost of defense constructon would also be drastically increased in addition to being delayed. Con tractors will have to increase their bids to cover possible work stop pages over which they have no con trol. It is a paradox that while some machinery of Congress is operating in aa effort to reduce excessive coats of defense and to speed up our effort, other Congressional machin ery is building roadblocks that wfll have the opporite effect. We will at tempt to defeat this bill, but the very bigness of the national govern ment insures that attuatkos of this type will recur time end again, aad many of them will not be dfocovered in time.
