Among those still pending, the most controver sial and costly will be the defense, foreign aid. and public works oppro- pnation bills Senator Kennedy i' back from the primary campaign trails, and now he will be trying to obtain Senate action on hi> bill to expand cover age and increase the minimum wagf under the Fair Labor Standards Act He is also expected to devote his efforts toward winning passage of his bill to repeal the loyalty oath requirements of the National De fence Ediictaion Act of 1958 That bill came up last year, and we op ponents of the bill w ere able to get it recommitted to committee by a narrow margin I Now that both houses have passed federal aid to education bills, with only conference committee action and ratification of that action by both parties remaining, 1 hope the president will veto the final version If he does. 1 am confident that there are sufficient votes in the Senate and t he House to prevent his veto from being overridden Otherwise, the advocates of complete federal usurpation of the field of education will have won a gigantic victory at the expense of both education and local self-government During these final weeks, the Sec retary of the* Treasury will be try-1 ing to get the national debt limit raised to enable the government to pay its bills, and he will also be prodding the Congress to give him more flexibility in the interest rates the government pays to borrow money Some of the other principal 1 legislative items which may con !
