COMPETITIVE bidding has un questionably proved to be the best method for achieving the lowest possible cost. Partly because of the increased complexity of weapons systems and the security which must be practiced with respect to new developments in defense Hems, this method is used only in about 17% of all defense procurement. It would be virtually impossible to seek competitive bids for the re search and development of weapons which our defense leaders agree we need, but have no idea as yet how to build. Disregarding die considera tion of security, competitive bidding on such projects would be impos sible. Another factor which must be con sidered is the capability of the con tractor to do the job desired. Some competitive bids could not be ac cepted. even were they at the lowest price, because the bidder would ob viously not be capable of doing the job at all, or not doing it in the pe riod specified. THESE ARE but a few very su perficial illustrations of the innum erable problems involved in defense procurement. There are many oth ers that are more difficult and intricate. As the defense needs pro gress to even more advanced states, the continued realization of the two basic objectives of a sound procure ment policy, which even now often are in contradiction to each other, will be more difficult of accom- pishment. A proper solution to ex isting and future problems of pro curement can only be obtained by detailed study and analysis of the whole system. This is the reason for our investigation.
