Under the new pension plan, or phans will be eligible for pension, if their outside income is not more than $1,800 a year, not countng their own earnings. Pensions will be $35.00 per month for one orphan and an ex tra $15.00 per month for each ad ditional orphan. Stressing these highlights, Watkins pointed out that the working details have been omitted for the sake of brevity. The VA has requested that no one write to the agency to further add to the work load of putting the new system into operation.
