\ / Thoraday, Ortakcr 1 19U THE CLD9T0N CHRONICLE Pan Srr«» Social Security Payments To Increase Next January The Social Security Amendments of i960 will provide increased monthly payments to 11,000 people in the Greenwood area beginrinf with the checks which are due early in February, 1959, according to Mias Mdrtha Pressly, social se curity district manager in Green wood. The amount of the increase will be about 7 per cent, although the increase in some checks will be slightly more than 7 per cent and it will be slightly leas than 7 per cent hi some others. H.rdsr which has so often been used by the State Dept, to smash U. A. protective tariffs. * • « Yet, as so often happens in the reporting of events in the big daily press, the facts of the mat ter have been glossed over, if not ignored. • * * In passing this art, Congress reserved to itself the right to over rule by a two-thirds vote of both houses, to set aside a State Dept, rejection of a recommen dation by the Tariff Commission. Thus Congress has served notice that it once again intends to exer cise its traditional role in setting tariffs, and a role which Is spe cifically granted Congress by the V. S. S will set up a common tariff wall against American products • * * Thus, a big international bran- nlgan is in the making. 0 0 0 So Congress, in order to pro vide the machinery for fast deal ing to prevent U. S goods from being barred from the European market, extended the Reciprocal Trade Treaty Act • • • Whether or not this will work, no one knows at this time. But it now seems certain that Congress has gone on record that it will watch the action on the tgriff front with a critical eye, and that at any time it may upset the customary slap happy State Dept, negotiations on tariff matters. 0 0 0 Actually, the constant cutting of tariffs has done more to hurt American independent enterprise than the big firms like General Motors who set up subsidiaries abroad to manufacture cheap products and bring them into the U. S. to sell in competition with their own productive capacities in Detroit. 0 0 0 By working both sides of the street, such big firms have not been hurt by the juggling of tariffs. Bnt small independent firms, lacking the resources to set up plants abroad where labor Is cheap have been hurt. 0 0 0 Thus. Congress has served no tice that it intends to keep a close eye on the situation, be cause employment abroad doe* not provide jobs for Americans. a o o And It to significant that for the first time la over ?# years Congress has announced M in tends In get into the Ur Ml art mailed out early in February) Under the amendments R is easier for certain employees of non profit organisations and State and local governments to be brought un der the law There is a slight change in the rules on how much a social secu rity beneficiary may earn and still get social security benefit pay ments Under a new provision a person's social security benefit will not be withheld for any month in which he neither worked in his own business nor earned over $100 in wages. Beginning January 1, 1959, the so cial security tax rate for employees and employers will be 2*4 per cent eajch The rate for self-employed people will be 3*4 per cent.
