No one will take down what they say. No record will be kept of how they vote. Yet few meet ings will be of greater import- come die nation's tax law for a nee, for from it probably will next year. The legislators will iron out differences in the tax bills pass ed by the Senate and by the House. The main difference: The House thinks each taxpayer and dependent should have a $20 tax cut; the senate doesn't. Yet whatever verdict they reach on this politically red hot issue, the chances are it wll be accepted by both the House and Senate. You probably have noticed the sentence in news stories, “thaJ these will be the high ranking bill now goes to conference, members of the committee that now goes to conference, without thinking much about it. But a student of govenunent has said: “The conference committee is today perhaps the most unique and powerful legislative institu tion in America, the least dra matic, and one that has received too little attention." Because of its importance, Sen. Everett Dirksen (R-Ill) asked the Library of Congress to make a study of the conference commit tee. And he put the results in the ‘Congressional Record.” Obviously, when two, co-equal Houses of Congress get through with a bill, they’re apt to have two different versions. In one re cent session, the library found, 41 per cent of all public laws passed through that stage. On the tax bill, for ex ample, the managers will come from 'he House Ways and Means and the Senate Finance Commit tees. Oddly, there’s no rule on how many should be named. Some top bills have fewer managers than less important legislation. Nor is there any rule that the house and senate should have an equal number of managers. So great is the prestige of con ference committees that, gen erally speaking, their* verdict is final. But as recently as Feb. 25 the Senate made news Sy re fusing to accept a conference re port on their own salaries. The senators oojected to tak ing a $1,250 tax-free allowance, along with a pay hike. The bill went back to conference with the same managers. This time the Senate view was accepted . Naturally the system has ‘ its critics. Some wish .the confer ences were open to all, and pay little heed to the conferees’ con- tention that a give-and-take business Ike this goes faster and better behind closed doors. Some feel the committees take upon themselves too much pow er. Sen. J. W. Fulbright (D-Ark) once congratulated a conference committee “for so forthrightly disregarding the wishes of the common lay members of the Sen ate and the House ... It is quite clear that regardless of what the Red China expressed agreement with the plan, broadcast said. They also agreed, Tass said, on the conclusion of an 8-nation treaty of friendship, cooperation and mutual aid. All eight countries attended a Moscow conference on security last December and announced then a pledge to pool their armed forces and put them under a joint comand if the West went ahead with ratification of the Paris agreement for the rearm ament of West Germany. Red China also was represent ed at the conference by an ob server. Russia originally had invited 25 countries, but all Western countries turned down the bid. Among those invited were the United States, Britain and France. The conference was called to consider a Russian pro posal of all-European security to take the place of the North At lanta Treaty Organization and the Western European Union in which West Germany is to be rearmed. Paris Pact Reaction The Soviet announcement sug gested the Communists will not go further with their unified -o~<and if the Paris agreements on German sovereignty are not ratified. The Paris agreements give West Germany sovereignty. The agreements await approval of the rench Upper House and five other Parliaments. The broadcast said the com mand would be created “in event of ratification of the Paris agree ments with the aim of insuring alter the basic power situation in Europe. House To Drop Tax Cut Plan, Says George — ■+. .. . Washington, March 20 — Sen. George (D-Ga.) joined key house Democrats today in predicting the House will drop its $20-a-person income tax cutting proposal and accept the Senate version of an administration revenue bill. This would simply extend pres ent corporation and excise tax rates one year beyond the sched uled expiration date of April 1. Any such result would mark a victory for President Eisenhower in the tax field at a time when the odds apparently are mounting against his proposal for a three- year extension of the reciprocal trade agreements program. George, a top member of the Senate Finance committee which handles both bills, said he doesn’t believe the House will insist on retaining its Democratic-sponsored income tax cut provision if that would mean killing the revenue Democrats in the House conced ed privately yesterday they prob ably have kwt the fight for an in come tax cut this year, and would have to accept the Senate bill Eisenhower has written George and Chairman B&rd (D-Va.) of the finance committee expressing his ''Indebtedness'’ to them for their backing of his opposition t« any tax cuts at this time. As far bock as the 14th century it was used in England by the House of Lords and by Commons when the king requested funds. “The lords came in a body, ex- pectng the commoners to await them,” one report runs. “They sat with their hats on while the commoners stood with their hats off.” Well, the first Congress needed conference committees, and so has every Congress since. In this country, though, every one sits, presumably with his hat off. Russia And Satellites To Unify Command London, March 21—Russia and her satellites have decided to set up a unified military com mand after ratification of the Paris agreements rearming West Germany, the Soviet oreign Min istry announced today. The announcement, broadcast by the Soviet Tass 'Agency, said the decision was made unani mously in consultations between the Soviet Union and Poland, Czechoslovakia, East German Republic, Hungary, Romania, Bulgaria and Albania Move No Surprise To American Aides Washington, Mar. 21—^Ameri can officials said today they saw * no cause for surprise or conster nation in Russia’s announcement that the Soviet Union and seven satellites have agreed on a uni fied military command. No Change Officials who keep close watch on Rusian affairs said the ma neuver announced in Moscow, does not change the situation. The military machine behind the Iron Curtain already is controll ed centrally from Moscow, they said. Purpose of the move, a$ they saw it, is propagandistic: Russia is tryng to intimidate France, which has yet to ratify the Lon- don-Paris accords, and is trying to torpedo these agreements. The London-Paris Agreements would bring West Germany into the Western European Union and the North Atlantic Treaty Or ganization, thereby linking a re armed Germany closely with the anti-Communist defense A Western Europe. Prior Agreemeat American officials said there was no surprise element in the announcement of the Commun ists’ unified military command, because, they said, it was agreed upon late last year at a Moscow security conference. THE RETAILER’S 10 POINTS ARE: 1. Advertise regularly. Every Issue of the paper takes my story to its readers. 2. I make every ad look like mine. Years ago I adopted a distinctive style and have stack to it. I use plenty of white space; my ads are never hard to read. 3. I put Into newspaper advertising a dafinite proportion of my gross sales. I fix this at the beginning of the year. My rule is to make it S per cent of the previous year’s gross, with more if special conditions justify it. 4. I brighten my ads with frequent illustrations—either humorous or practical. 8. I am careful never to over-emphasise. When I make cUlwur i hack them up with reasons. Then when I really have an unusual bargain people believe me when I “whoop ’er «p a little.” - 6. I think advertising all the time. I buy goods that will advertise well. 7. I get good 'display for my ads by seeing that the copy is in the newspaper office in plenty of time. I do this by having a definite hour to write the copy. 8. Whenever possible, I carry nationally advertised goods that are advertised in my home paper. I fea ture them. Sometimes they give me a smaller mar gin than fly-by-night concerns, but I find that I sell faster and make more money in the end, besides pleasing more customers. 9. I always plan my window and counter displays to link op wi the other. my newspaper advertising. Each helps 10. My salespeople back up my advertising.
