Washington, May 20.—The House moved along the huge agricultural appropriaiton bill, and, in so do ing, defeated the powerful Farm Bureau Federation and the ^Nation al Grange in their efforts to slash soil conservation appropriations and to make other cuts in the depart ment appropriations. It was unus ual to hear from t’ne floor of the house the statements from mem bers yf the congress that these two organizations were not accurately representing the feeling of their in dividual members or ot the farmers of the nation. Said Congressmen Clifford R. Hope of Kansas, ranking Republi can member of the agricultural committee in speaking for a slight cut in conservation appropriations: “There are some farmers in this country who would go further. Two farm organizations have passed res olutions urging that congress go further. I respect those organiza tions, but I do not believe that in taking this position they are speak ing for the great majority of the farmers of this country.” Congresman Harold D. Cooley of North Carolina, chairman of the house — agricultural committee, speaking in opposition to slashes in the conservation fund said: "We are in a rather strange situation. Unfortunately many farm leaders and farm organizations have turned dh the department of agriculture and are actually urging absurd and ridiculous reductions in appropria tions which are necessary if the farm program is to continue to be succesfully operated. I want to make it perfectly clear that neither -the--North Carolina—farm bureau nor the North Carolina state grange is in favor of this kind of false economy.” • • • Said Congresman Walter Grang er of Utah: “It has been my ex perience that when we have an urge to balance the budget we be gin with the appropriation for ag riculture. It is generous, I admit, on the part of the farm bureau to make this generous gesture of will ingness to have the appropriation cut, but I do not concede that they know any more than I do of what the farmers of this country need, at least in my own congressional district.” Congressman James G. Polk of Ohio denied that the president~of the American Farm Bureau Federa tion represents views . of American farmers and said: “I have been a member of the Farm Bureau for many, many years. During the last several weeks it has been my en deavor to find out what the mem bers of the Farm Bureau really think about the recommendations of their national organization. I have talked with many farmers and I have yet to find a farm bureau member who had any part in the so-called resolutions of the national organization which recommended that the AGP payments be cut. All the farmers with whom I conferred are strongly in favor of increasing these ACP payments instead of cutting them.” 0 0 0 The $250,000,000 appropriation contained ip the bill as reported by the sub-committee went through unscathed as did the appropriation for forest service. One administra tion cost was reduced from $30,- 000,000 to $25,000,000. The total bill caries appropriations of more than $700,000,000. There is a well defined move un- i derway now to transfer the land management functions of the land management bureau in the depart ment of | interior to the forest ser vice of the department of agricul ture. The move has the backing of the Hoover committee for reorgan ization of the executive branch of the government which officially disolves as of May 31. The house also passed a sweep ing rewrite of all immigration and naturalization laws liberalizing, some, tightening others, and a con-1 troversy headed by Senator Pat j McCarran, Nevada, looms in the senate. Senator Brien McMahon of Con necticut is another official candi date for the Democratic nomina tion for President . . . Indications are that controls will be continued under an extension of the defense production act; a senate commitee cut $1,000,000 from the foreign aid bill which now goes to the senate for action . . . The federal court of appeals ruled a congressional com mittee did not have power to sub poena certain financial records of the committee for constitutional government, so reversed the con viction of Edward A. Rumely. Textile Controls Are Suspended - — Washington, May 19.—The Office of Price Stabilization said today price controls are being suspended on raw cotton and practically all textiles including those made of woolrcotton and synthetic fibers. OPS officials said (Price Stabilizer Ellis Amall signed the order this morning. • An official told a reporter the or der sets 43.39 cents a pound as the point at which raw cotton would be brought back under control. This compares with the existing ceiling of 45.39 cents for any futures month. It applies to white and extra white middling grade 15-16 of an inch staple length, gross weight. An official said the order on tex tiles exempts just about every type of fabric the m anilfa ^ tlvrin g All of the products have been sell ing far below ceiling and officials predicted the suspension would mean no change in the retail prices for the fabrics. Paul S. O'Dell Out for Commissioner Paul S. O’Dell formaly announces in today's paper that he is a candi date for County Commissioner in this summer’s primary. Mr. O'Dell is a well known farm er of the county and promises an efficient and courteous service if elected.
