As now operated, it is a swindle and a grab for more taxes to be squan dered by an entrenched bureauc- Kicy. More than that, it penalizes thrift and subsidizes laziness. And even if it were properly handled, it is not actually sound. In other words—and to bring it down to a plain and simple state ment—the Social Security stystem we have been operating in this country is not honest. What are we able to pay out this year in the way of retirement pensions and various other benefits depends entirely up on the national economy this year. They are based on an eight-year study. Bishop Costen J. Harrell of Char lotte, N. C., who headed the Com mission on the Local Church, noted that the study “adheres to the main line of our historical develop ment affd suggests no radical change in our established pattern.” “We are agreed,” he said, “that any attempt to reorganize the local church on any other basis would (confuse our people and would not serve the ends we have in view.” The commission’s principal -rec ommendations: 1. Organization in every local church of an official board and our basic commissions (evangel ism, misions, education and fi nance) and as many committees as necessary, all subject to the of- i ficial board. The board would be composed of the trustees, stewards elected by the quarterly confernce, and officers of the local church and church organizations.
