Boiled down to understandable terms the billions of expenditures, means, in terms of one dollar: for major na tional security programs 76 cents; for domestic programs, including all costs of government, 12 cents; for interest on the national debt, seven cents and for veterans serv ices and benefits, five cents—a to tal of $1.00.
