Actually some members of a house subcommittee considering appropri ations appeared to be‘really fright ened following testimony of Assistant Secretary of State Robert A. Lovett and Secretary of State George C. Marshall concerning the delicate sit uation in the Balkans, and the group lost no time in voting to appropriate the entire sum asked. As a matter of fact, although the Greek-Turkish loan calling for 400 million dollars was votted by congress early in the ses sion the house appropriations com mittee for nearly two months refused to appropriate the money to carry it out. This small committee actually had assumed veto prerogatives over what both the President and con gress had decided was this nation’s foreign policy. Incidentally, the house appropri ations committee assumed this policy throughout the session. Whenever it disagreed with the policy of any gov ernmental agency or, as a matter of fact, whenever its leaders did not personally like the head of any gov ernmental agency it withheld funds. This is particularly true in the case of Assistant Secretary of State William Benton, who aroused the ire of Chairman Knutson of the house committee. Knutson refused to ap propriate money for the state de partment’s “Voice of America’’ pro gram more because Knutson did not like Benton than for any other rea son. Benton, independently wealthy, and one of the better known adver tising men in the country, has done a splendid job for the state depart-1 ment and probably knows more 1 about advertising and publicity than the entire house appropriations com mittee combined. However, he has been independent and refused to kow-tow to the belligerent and self- important Knutson. Because the pro gram of information is more impor tant to this country than the head of, the department, there is considerable talk here that Bentpn will step out as head of the division of irilorma year. .-.r Bids Called For On Road Project Columbia, Aug. 5.—(Special to The Chronicle).—One highway project in Laurens county was let for contrac tors’ bids last week by the state high way department.- The project is as follows: On road 17 (route 252), the grading and bituminous surfacing of 11.4 miles from U.
