The $505,000,000 for ship sales, 'claimed as a saving, is additional j money expected from-the sale ofj I maritime commission ships. If paidj into the treasury it could not bej ! spent. Treasury cancellation of CCC 1 notes amounting to $642,000,000 is | money already spent and does not ; affect expenditures in this budget. It is merely a bookkeeping transac tion. - The $105,000,000 in maritime com- nSission revolving fund is money al ready in 'the government and the committee merely tranferred it from the maritime commission to the treasury and claimed ^ reduction in the budget. The claimed reduction of $75,000,- 000 on the atomic energy commis sion appropiation is another book keeping Jransaction and a deficiency appropriation will have to be made for the commission probably in January of the next session. The. question of “contract authori zation” is a new phase in appro priation parlance. What the com mittee did was to approve construc tion of 15 new veterans hospitals at an estimated cost of $30,300,000 but instead of making an outright ap propriation they authorized the VA to make contracts. It does not save money and the money will have to be forthcoming in a future defici ency appropriation. The same thing is true with regard to a $50,000,000 claimed reduction for money already appropriated. What the house com mittee did was to say, “the commit tee has inserted in the bill a provi sion rescinding $50,000,000 with the understanding that funds will be made available if and when required in order that Jhe^ following program $[may go forward without“ delay.” So actually there is on reduction since the money must be provided later. On the Hill-Burton bill or the na- | tional hospital act, the committee J ; struck out another $50,000,000 but authorized the public health agency to enter into “contract authoriza- < ► j tion” for amounts necessary under *>the act. So again this is not a re- j duction since the money must be J forthcoming when the contracts are made. 1 The item of $291,075,000 is an amount which the President revised certain budget items downward in a supplemental budget message made to the house on May 14, 1947. The committee took advantage of the requested revision and claimed it as part of their reduction.
