The report was made by the committee to re write the insurance laws for the state and would completely revise the existing laws to comply with the requirements made by the federal government. A matter that the Senate had thought settled bounced back again last week, when the governor vetoed the bill postponing motor vehicle in spection by the South Carolina High way Department. To prevent in spections from being made, the Sen ate passed an amendment to the gen eral appropriations bill that inserted a provision Stating that no funds ap propriated could be used for motor vehicle inspection before March of 1948. Representative Wasson did not vote on the question of the bill’s passage. Representatives Wasson and Mil am both voted not to reject the li quor bill. The Senate tacked on amendments freely to the general appropriations bill last week, which raised salaries of state officials and workers, in creased allotments to state agencies, and scattered money here and there along the line. The bill creating a state horse rac ing commission and establishing a pari-mutuel system, was brought up for discussion when its author, J. Ralph Gasque, of Marion, asked that it be made a special order for that day in a'.sudden, surprise move. More surprisingly there was no objection to this, and the bill was removed from its designated place on the cal endar and was ready for immediate action. After brief opposition the bill was passed by a whopping - 22 vote margin of 60 to 38. / The measure sets up a three-man horse-racing commission, whose ex penses would be paid out of the pari mutuel system they regulate. Before a race track could be operated in any township the bill provides that an eleotion must be held to deter mine whether or not its residents wish it to be located there. The ex pense of such election would be paid by the person or corporation which proposes to construct such a track. Within the enclosure of any race track licensed under the provisions of the bill the sale of pari-mutuel pools would be authorized. The sale of such pools would not be legal outside o! the race track grounds. Pari-mutuel operators would receive 17 per cent of the amount paid in, of which five per cent would go to the state, and two per cent would be deposited in the general fund of the county in which the races take place.
