Washington, July 29.—What will be the postwar punishment of Axis lead ers who President Roosevelt says started this war—a kaiser's exile, a killer’s execution, or a lonely cell? And how will the “criminals” be, caught and sentenced? Spurred by one sharp sentence in the President’s speech last Wednesday night, those were the subjects of street comer speculation today. Said Mr. Roosevelt: ‘"No criminal will be allowed to escape by the ex pedient of ’resignation’.” Though he obviously included in that category all "the militarists in Berlin, Rome and Tokyo” who "start ed this war,” specifically he spoke of Benito Mussolini, and said that "he and his Fascist gang will be brought to book and punished for their crimes against humanity.” But even as the President spoke, the ex-boss of the Blackshirts was variously reported in Switzerland, Spain and under arrest in Italy—and Switzerland and Spain are neutral nations. Holland was a neutral country when the first World war ended, and there defeated Germany’s Kaiser Wil helm II found sanctuary for more than a score of years—until death in 1941 found him a faint, forgotten le gend to millions who had called him murderer while the fighting lasted. Whether the President envisioned an interpretation of international law permitting. the enforced return of Axis leaders from*such neutral hav ens in the postwar days is not, of course, known.
