Bombers from its fields might also have struck at Japan. There was opposition to fortifying Guam, and the first money for im- provemente was not provided until June, 1940, when congress voted $277,000 for the establishment there of an “aviation and submarine lis tening post” In March of this year it provided $12,800,000 for defense aviation facilities at Samoa and for Itebor Improvements at Guam. Midway lies 1,134 miles northwest of Hawaii, and Wake is a little less than halfway from Midvmy to Guam. Palmyra, 960 miles south of Hawaii, is on the route to Samoa. In the Sa moan group, at Pago Pago, Tutuila island, this country has had a minor naval station since 1900. It is now of great importance as a southern ter minus for patrol squadrons. One of the most serious menaces to the United States navy in the central and western Pacific are the Japanese mandated islands—a group of about 1,400 islands stretching for nearly 3,000 miles diagonally across the route between the Philippines and Hawaii. Japan quietly took over these ocean specks during the World war, when they were held by Germany, vdiich had purchased them from Spain. Japan held them latef'under a mandate fn»n the League of Na- tiems. From various evidence, including reports frmn the few perstes vdio have been permitted to visit there, observers Jiave concluded that Japan has establteied armed bases on many of them, c<mtrary to treaty. Subma rines, small craft and airplanes oper ating frmn them could harry United States shipping on the route to Ma nilla and possibly force this country to abandon the route. Mopping up the little island bases one at a time is entirely practicable, military experts have said, but sail ing into that hornets* nest would give the navy a long, arduous and dan gerous Job.
