No body knows how many per.sons arc actually unemployed, or why. Kst|- mates run from six or seven mUliohs up to ten or eleven millions.' No Federal census of the unemployed has been taken since 1930, and the basis of that count i.s' not regarded as presenting a true picturb of the situation even as it, was then. That and such questions as how to divide the employables from the unemployables are points upon which there are as many opin ions, almost,’ as there are student.s of the question. All that Washington really knows about unemployment is that there is Btill a very large number, totaling several millions, who are being sup- pprted out of public funds, either . working on W. P. A.^ and .P. W. A. projects or on direct relief, adminis tered by .state and local authorities with assistance from Pederal funds. That a very large proportion of in- <lustrial and ,commercial workers who were unemployed one, two or three years ago have now been re employed is admitted by everybody. The National lndus|,rial Conference Board reports that employment in industry today is almost up to the peak of 1929 and'is. increasing. But offsetting this is the increase in t number of those who have never been em|)loyed. young people who have reached the age of normal self- support in the pa.st few years and have not betm absorbed into industry and trade, .^bout 600.000 a year is the normat increase in this group; but again nolKxiy knows how many of them ther<‘ are. Public Works Program The latest and perhaps the most carefully-considen'd proposal is a ])rogram for Fedeial public works which, luis been put forth iiy a group of sixteen, influential members of C’ongress, who say that .125 Jothers have aU^^dy as.senp’d to it. 1. ^ It i.s really a declaration of principles in tended to govern futuie legislation, and is based u|)on the assertion that useful and necessary work must be substituted for private charity and government doles. Slum clearance, soil and water conservation, refores tation, flood and di’nugii^ control, power development and safety work are listed as example.s of useful work of permanent value. Ten principles should goveni this approach to the unemployment firob- lem, the .sponsors .say. They are:. Work for all who are able and willing to work and cannot find private employment. 2. The work to.,be useful, produc tive and efficient a.s any work anywhere. 3. People to be hired for govern ment works, not because they are ‘oh relief’ but because they need a job and are able to do it efficiently. 4. Facts about the amount of un employment and the opportuni ties" for employment in private, industry to be collected,' and the govemmenC work program to be enlarged-jwhen private in- iiustry lays people off and to be cut down when private indus try hires them back. 5. No. waste, no made-work, but every project to be planned so it will create dollar’s worth of wealth and permanent social value for every dollar spent. This requires that there must be enough money appropriated to allow a rea.sonabIe expe'ndi- iure for materials and equip ment, as well as for wages. 9. Government work to be plan ned so it will enable the people it employs to develop and manitain the kinds of > skill and ability which are most likely to be in demand in private indii- try. 7. Government projects to be defi nitely plann^ to stimulate all industry and open new oppor^. tunitiea for Americans, ^n- serving soils and developing nenr fertile lands will do this. Low-cost housing will do it. Cheaper power will do it. So will other projects^ . ^ Sk. Recent experiment station results show that cotton • rast, from which farmers Jose millions lUmually, is .hot a disease but is a condition resulting from inadequate amoimts of potash in the cotton fertiliser. Tbereforej many progtessive farmers are chang ing from complete fertilizers carrying three, four and five per cent potash to mixtures carrying eight or ten per cent potash, or they are using extra potash as a top-dresser along with some- quick acting nitrogen .like ni trate of soda. F. H. Jeter, of North Carolina State college, has .‘Stated: “Rust causes a marked decrease in the size of cotton bolls, in weight of seed, and in the amount of lintf On the basis of boll size alone, .agronomy field worker's of the North Carolina experiment station found that ru.st caused 28 peF cent decrease in prob able acre yields.” ^ In speaking of cotton ru.st damage the Clemson college extension service lizer should be ^ii^reased to, 8/ per cent, or an Ipplica^ion of potash should be appli^ top-dresser just prior to the blk^oming period.” As regards potash costs, R. P. Bled soe, of the Georgia experiftfent sta tion says: • ' should be rernembered, in con sidering the results obtained from potash, that 16 pounds of this ele* ment now costs only about 56 cents.” In fact,^ a farmer must obtain a gain of but 4 pounds of lint cotton per acre to pay the cost of ^ubling the amount of pota^ in his fertilizer, if he is using 400 pounds of fertilizer containing 4 per cent potash. ” H. Any top-dresser with out some form of potash does not give cotton a fair chance. Potash is too cheap to let the lack of it cut my crop and - lower my profits. The second year I changed my top-dresser to equal pahs of nitrste of soda and muriate of potash to get more potash. AH the bolls opened wideband turned ovg; a fluffy, white lint that brought a premium of $7.50 per bale. My return per acre was 976.pounds of lint, which brought $146.40 and 49 bushels of planting seed which sold for $73.50. One field which showed decided Rust for 15 years is now free of Rust and making as good cottbn as any on the place. “I have found that peas following oats, fertilised with' soda and kainit in ^uid parts, make more peas and hay. We made more than three bdes where we were expecting only one and a half to two bales. The year before, the tame field suffered bpdly from Rust and made only about one-half bale per acre.
