Sponsored by Farm Leaden — “Writ® Tour Senators and Representatives ” Is Suggestion—No Longer Any Excuse For Delaying Proper Action. The tarmsrs ef America most rise sad demand that Congress Muscle Shoals on terms that will isfsguard their right to low pries ter Jllaer. Unless they do. there is grave that this great project on the River In Alabama, which ilroadj has cost approximately |150. H)0.000 of the taxpayers’ money, will be sold out for a song to the power and fertiliser trusts. This warning is sounded by John W. Newman of Versailles. Ky., one of the ; Incorporators of the proposed Farmers Federated Fertilizer Corporation, an organisation, headed by farm leaders, that has just submitted a “farmers' proposal*’ for the leasing of Muscle Shoals. The outstanding feature of this new. bid is a guarantee that fertiliser will be manufactured and sold at absolute jeoet of production. Mr. Newman points out that al* I though Congress for more than four years has refused to approve the power trusfs bid. a final showdown is likely to come at the present session ; of Congress and the farmers of the country sh-iuld be on their guard to to it that the attempted ''grab” of Muscle Shoals is agAi defeated. “The strongest sort of poll teal pres sure is being brought to bear," he leclarea. “to slip over the power com- | panics' outrageous leasing proposal, land shut the farmers out of tholr right to get cheaper fertiliser, as was promised them when their tax dollars were dumped into Muscle Shoals. The < farmers canuot afford to relax- fig I iUace; in fact It is necessary that I they Jet Congress know at onco tfiat i they will not stand for any disposition lot this project that does not provide 1 in a genuine way for fertilizer produc tion. • "If every farmer who wants to fogee down the price of fertilizer would wfite to his Senators and Congress men demanding his rights In the Mnsde Shoals matter, the problem would be solved before Congress ad journs In March, and fertilizer prices would tumble. Congress at last has before it a proposal fully protecting the farmers’ rights, and there is no longer any excuse for delaying prppor action If the farmers will simply form the issue.’’ ~ . .v ' ' Mr. Newman Is,a Kentucky fanner and was formerly commissioner of agriculture of his Stato. This dif Acuity has now been overcome, and a reputable New York engineering firm has agreed Ao finance operation of Muscle Shoals for the production of low-price lertlllser. provided the com pany be allowed to take a fair profit ont of the sale of by-products and exoess electrical power. The financiers of the proposition do not'profess to be philanthropists, but they have satisfied themselves that they can make fer tiliaer and sell it to the. farmers at cost and at the same time obtain an 8 per cent return on their Investment. They could not. however, take more than an t per cent profit, lender the bill, if their earnings afmny time should mount above that figure one- half of the additional income above 8 per cent would be turned into the fertilizer fund and a proportionate redaction made in the price of fei tiliaer. Sponsors of the Farmers corpora tlon say that If their offer is accept^ by Congress It will mean a redaction of millions of dollars in the annual fertiliser bill of the American farmer, and thus will strike a decisive Mow at one ef the main causes of existing agricultural depressioa* At the same time, the great plants on the Tennessee Rhe^ la Alabama would be opOratad upon sack a basis that they could, overnight, he converted to the manu facture of nitrates wnd other ammanl- tion bases In time of war. Thus, both the peace-time and war time purpe*** of Muscle Shoals would be safeguarded The project was established by the Government with two primary objec tivea—low-price fertiliser for the farm era in time of peace, and munitions for the Government In time of war. Neither of tho other two teasing bills before Congress carries anything like satisfactory and genuine fertiliser guarantee; but. ow the contrary, each ee hedges this phase of plant opera tion with provisos and ambiguous clauses that It ts extremely doubtful If any fertilizer at all would be pro- dueed. or, that If U were produced, the price woulC net he just as high as that ashed la the oommercial fertiliser market. This board would be composed of the Secretary of Agriculture, as chairman, and repre sentatives of the leading.’national farm organizations. A comparison of the three proposals will prove to any one that beyond question of « doubt the Farmers Fed erated Fertilizer Corporation offer is the only one providing any genuine prospect of relief to the farmers from present exorbitant fertiliser prices. The Farmers corporation sstlmatoa It can cut f20 a ton from the commercial price of fertiliser. Individual fartnors could ordor the ingredients in conoen- trated form, if they desired, have them laid down at the front door by parcel poet, and do their own mixing. From the Government’s standpoint, also, the Farmers corporation offer Is far superior to othsrs in practically every Important particular, (f the lease is mads on ths basis of sxlstlng water facilities, the Farmers proposal would pay the Government a total of $156,546,498 for tho ilfty-yoar pe riod. as compared with $88,80^,000 under the bid of tho associated powor companies. If headwater storage Is provided, the Farmers corporation agrees to pay the Government $214.- »!)7.6IS as oompared with $131X00,000 offered by the power companies. For the completed project, the Farmers bill offers the Government $221,226,000 Income, as against 6148,728,000 under the power bid. and $135,188,341 under the Cyanamtd bid. Ths Cyanamid cor poratton did not make a bid based on anything but the completed project. The rate of interest offered the Gov ernment by the Farmers corporation Ja 6.771 per cent as compared with 4.432 p?r cent by the power companies and 2.828 by the Cyanamid corpora tion. s * Right in line with this wide ad vantage offered the Government on merest rates, U ths provision in the Farmers bill that If the Farmers Fed crated'Fertilizer Corporation refuses or falls to make good on its* contract the entire plant is to revert, bag and baggage, to the Government, with ths corporation stapding the loss of its entire Investment. The other bidders demand that in case they fall .down on their contract ahd ths Government takes over ths plants, the Government must reimburse them for the entire amount of their Investment, Not only that, but the other bidders demand bond see as they go along for carry ing out tbsir contractual duties. These bonuses take tbe torm of a gradual reduction la ths price the bidders must pay for electrical power, and thus would amount in ths end to sn Increase in the price of fertilizer and a penalty on the farmers, white at the same time constituting an ease ment in favor of sellers and users of electric power. These and other dif feroneee show plainly that the Farm ere Federated Fertiliser Corporation proposal la the only one submitted in the tateroets of the farmers. The farmers, staggering under ths necessity of raising larger and better crops without any Increase in the cost of operating their farms, at last have a weapon with which they can fight in iheir hattie to secure t£e rights at Muacle Shoals to whieb thsy are on tilted.
