Parapet Walls—All exterior or party walls over 20 feet high, ekeept where such walls are finished as cor nices, gutters or crown mouldings, ex cepting also the walls of detached dwellings with peaked or hipped roofs, shall be furnished with parapets. Parapet walls shall* be the full thick ness of the top story walls and shall project at least three feet above the roof at all points, except that on dwellings the parapets may he reduc ed to tiXro feet. All parapet walls shall be coped with approved durable mater ial. SEC. 9. Concrete Construction— Concrete for reinforced concrete con struction shall consist of a wet mix ture of one part of Portland cement to not more than six parts of aggre gate, fine and coarse, in such propor tions as to produce the greatest den sity. The quality of the materials, the de sign, and the construction, shall be in accordance with the best engineering practice. SEC. 10 Protection of Ends of Wooden Beam»—The ends of all floor, ceiling or roof beams, entering a party or fire wall from opposite sides, shall be separated of solid masonry may be obtained by corbeling the wall, or staggering the beams, or the beams may be supported by steel wall hang ers, but no^wail shall be corbeled more than 2 inches on each side of wall for this purpose. Protection of Wall Open ings—No opening in an interior ma sonry wall shaft exceed 80 square feet in area. If the- opening be in a party er fire-wall it shall have a standard automatic frre-dpor on each side of the wall. If, an opening in a fire-wall i& made to, serve as an emergency exit, it shall not exceed 48 square feet in area, and a self-closing fire-door shall be substituted for one of the au tomatic fire-doors. The total width of openings in a fire-wall shall not exceed 25% of the linear length of the ‘wall. Every building within the fire limits, except churches, dwellings, tenement houses, dormitories and lodging houses, shall have standard fire-doors, shutters or wired glass in incombustible frames and sash on every exterior opening above the first stofy, except when fronting on a street not less than 50 feet wide ,or whdre no other building is within 50 feet of such opening. The wall of a building in the same plane as that in which the opening is situated shall communicate a serious flying b hazard when thus exposed. The test shall be made with a sample at maximum angle of inclination ad vocated in practice. The brands shall consist of at least 10 strips of seasoned hard maple 2 inches square and 3 feet long /formed into a frame or grid, with a 1 3-4 inch space between them. The complete grid shall,be thoroughly ignited and bumiqg before application to the roof samplte, which later shall extend on all sides at’least 18 inches beyond the edges of the grid; or of a grade which would rank not lower than Class M C” under the Test Specifications of the National Board of Fire Underwriters. (7) The Building Inspector shall have power to condemn and have re moved any wood shingle roof that in his opinion is in such deteriorated con dition as to be excessively inflamable. Fire Stops—At each floor level in all buildings hereafter erect ed, al stud walls, partitions, furrings and spaces betweeir joists where they rest on division wall or partitions, with between the studs on such side he fill ed solldhr^ with net lees than 2 1-2 inches ox brick work or other equiv- srant incombustible material. * Buildings with wooden framework dad with sheet metal, or vaneered with brick, shall be classed as frame buildings. Outside the fire limits, when any building is to be erected xrf brick, stone, hqllow block, or concrete, that could under this ordinance be con structed of wood, the Chief of Fire Department or other designated of ficial is hereby authorised and direct ed to allow reasonable modifications of this ordinance relating to Jbrick buildings, in considaration of the use of incombustible material instead of wood. Such modifications, however, shall not permit variations from the requirements of Sections 12, 18 and 24 of this ordinance. SEC. 22. Electrical Installations— All electrical installations shsrthbe in accordance with the National Elec trical Code, and • no installation of electrical equipment shall be made, excrat in conformity thereto. SEC. 23. •Chimneys, Flues and Fire places—ExCfept as herein provided all chimneys in every building hereafter erected, and all chimneys hereafter altered or rebuilt, shall be construct ed of brick, stone, or reinforced con crete. No masonry chimney shall have walls less than 8 inches thick, unless.it be lined on the inside with well burned terra cotta or fire clay chimney tile set in Portland cemeht mortar, in which case the wall shall be note less than 4 inches thick. The lining shall be continuous from the bottom of the flue to its extreme height. No chimney shall be corbeled out more than 8 inches from a brick wall, and such corbeling shall consist of at least five courses of brick. Brfck set on edge shall not be per mitted in chimney construction. Chimneys of all low-pressure boil ers, or furnaces, also the smoke flues for baker’s ovens, large cooking rang es, large laundry stoves, and all flues used for similar purposes, shall be at least 8 inches in thickness and be lined continuously on the inside with well-burned terra cotta or fire clay chimney tile set in Portland cement mortar. All such chimneys-shall be capped with terra cotta, stone, con crete or cast iron. The smoke flue of every high pres sure steam boiler, and every appli ance producing a corresponding tem perature in a flue, if built of brick, stone, reinforced concrete or other ap proved masonry, shal have walls not less than 12 inches thi?k, and the in side 4 inches of- such walls shall be fire brick, laid in fine mortar, for a distance of at least 25 feet from the point where the smoke connection of the boiler enters the flue. Where such a stack passes through a roof, it shall be guarded either by a metal hood not less than G inches above roof, for ventilation, or by a galvanized iron ventilating thijn- ble extending at least 9 inches below the under side of the ceiling or roof beams, to at least 9 inches above the roof, and the diameter of the venti lating thimble shall be not less than 24 inches greater than that of the smoke stack. Neither the outer pipes nor the coveriag shall be within 1 inch of wooden studding, and no wooden lath shall be used to cover the portion of the partition in which the hot air pipe is located. Hot air pipes in closets shall be dguble with , a space of fet . least 1 inch between them on all sides. Every hot air furhace styll have at least one register without yalve or louvres. ^ A register located over a brick fur nace shall be supported by a 1 brick shaft built up from the Coves of 'the hot air chamber; said shaft shall be lined with a metal pipe, and no wood work shall be within 3 inches of the outer surface of the shaft. A register box placed in the floor over a portable furnace shall have an open space around it of not less than 4 inches on all sides, and be supports ed by an incombustible border. Hot air registers placed in any wood-work or combustible floors shall be surrounded with borders of incom bustible material, not less than 2 inch es wide, securely set in place. The register boxes shall be of metial, and be double; the distance between the two shall be not less th^n 1 inch; or they may be single if covered with asbestos not less than 1-8 inch in thickness, and if all wood-work within 2 inches be covered with tin. Cold air ducts for hot air furnaces shall be made of incombustible ma terial. SEC. 27. Steam and Hot Water Pipes—^No steam or hot water pipe shall be within 1 inch of any wood work. Every steam or hot water pipe passing through combustible floors, or ceilings, or wooden lath and plas ter partitions, shall be protected by a metal tube 1 inch larger in diame ter than the pipe, and be provided with a perforated metal cap. All wooden boxes or casings enclosing steam or hot water heating pipes, or wooden covers to recesses in walls in which steam or hot water heating pipes are placed, shall be lined with metal. SEC. 28. Dry Rooms—No combus tible material shall be permitted in the construction of any dry room hereafter erected, in which a temper ature of 125 degrees Fahrenheit or over may fexist. If a temperature under 125 degrees Fahrenheit is to be used, the dry room may be con structed of wood, but it shall be lined throughout with 1-8 inch covered with sheet metal.'* If windows are placed in walls or ceilings of dry rooms they shall be of wired glass set in fixed incombus tible sash and frames. SEC. 29. Stoves and Ranges—No kitchen range or stove in any build ing shall be placed less than 3 feet froip any wood work or wooden lath and plaster partition, unless the wood work <or partition is properly protect ed by metal shields, in which case the distance shall be not less than 18 inches. Metal shields shall be loose ly attached, thus' preserving an air space behind them. v Hotel and restaurant ranges shall be provided with a metal hood, placed at least 9 inches below any wooden lath and plaster or wooden ceiling, and have an individual pipe outlet. Combustible floors under coal rang es and similar appliances without legs, such as mentioned in Section 30, in which hot fires are maintained, shall be protected by a sheet of metal, or a 1-8 inch layer of asbestos building lumber, which shall be covered with not less than 4 inches of masonry set in cement mortar. Such masonry may consist,of one course of 4-inch hollow terra cotta, or of two courses of brick or terra cotta, at least one of which shall be hollow and be laid to preserve a free circulation of air throughout the whole course. Con crete may be substituted for a course No furnace, boilsg, range or other heating appliance shall be placed ■painet'a wall furred with wood ^eating boilers should he encased on sides and lap by an incombustible protective oovereing not lees than 1 1-2 inches thick, SEC. 31. Open Plane Heating Da* ▼ices—All gas, gasoline, oil or char coal burning stovee or heating devices shall be placed on iron stands at ' least 6 inches above combustible sap- r rts, unless the burners are at least inches above the base with metal guard plates 4 indues below the burn ers. Gaa Connections—Gas < connections to stoves and similar heating devices shall be made by rigid metal pipes. For small portable gas heating devices, flexible metal or rub ber tubing may be used when there is no valve or o^her shutoff on the de vice. SEC. 33. Vent Flues—Vent flues or ducts for the removal of foul or vitiated air, in which the temperature of the air can not exceed that of the rooms, shall be constructed of metal or other incombustible material, and shall not be placed nearer than 1 inch to any wood-work, and no such flue shall be used for any other purpose. SEC. 34. Stand Pipes—In all build ings oyer three stories in height there shall be installed one, or at the direct ion of the Chief of Fire Department, more than one 4-inch or larger metal lic stand pipe, which shall be con nected with city water mains through 4-inch or larger unmetered connect ion, qpd equipped with 2 l-2*inch hose connection on each floor and a 2 1-2- inch Siamese connection, with proper check valve outside at street grade. Threads on hose connections inside building and on Siamese connection outside building shall be of same size and type as that used by fire depart ment. Siamese connection outside building shall be installed not less than six (6) inches, nor more than twenty-four (24) inches above side- w&lk* Section 35. Safety of Design—AH parts of every building shall be de signed to safely carry the loads to be imposed thereon, and shall in all other respects conform to good engineering practice. SEC. 36. Duties of Enforcing Of ficer—The Chief of the Fire Depart ment or other designated official is hereby authorized ar$ empowered— First: To enforce all ordinances re lating to the construction, equipment, management, and condition of al pro perty within said town or village. Seconds To supervfse the construct- ‘ ion or reconstruction of all buildings. Third: To report monthly to the Mayor or Town Council regarding the 'condition of the town on all matters pertaining to fire prevention. SEC. 37. Penaty for Violations— Any and all persons who shall violate any of the provisions of this ordinance or fail to comply therewith, or who shall violate or fail to comply with any order or regulation thereunder, or who shall build in violation Of any detailed statement of specifications or plans submitted and apprpved there under, or any certificate or pa^m:* issued thereunder, shall severally for each and every such violation and non-compliance respectively forfeit and pay a penalty of twenty-five dol- • lars. The imposition of one penalty for any violation of this ordinance shall not excuse the violation or per- asbestosjmit it to continue; and all such pet:-, sons shall be required to correct or remedy such violations or defects within a reasonable time; and when not otherwise^specified, each ten days that prohibited conditions are main tained shall constitute » separate of fense. The application of the above penal ty shall not be held to prevent the enforced removal of prohibited eru ditions, as provided in Section 2 of this ordinance. \ SEC. 38. Conflicting Ordinances Repealed—AH ordinances and parts gf ordinances inconsistent herewith are hereby repealed. SEC. 39. Date of Effect—This or- dinance shall take effect and be in force from and after its passage. SEC. 40. Any person violating the provisions of this ordinance shall upon conviction, be punished by a fine *of not exceeding one hundred (8100.00) dollars, or be imprisoned for not ex ceeding thirty (30) days. AN ORDINANCE JO AUTOMOBILE GARAGES. Be it ordained by the Town Coun cil of the Town of Clinton as follows: SEC. 1. By the term “Public or Commercial Garage” is meant a build ing or that portion of a ■ building wherein are kept mor£ than three au tomobiles or motor cars charged with or containing a volatile inflammable liquid for fuel or power. Where any portion of a building is used for a garage, the garage shall be deemed to embrace all of the building not separated from the garage proper by standard fire-walls and or fire proof floor slab.
