How ie it going .bout such a task? Isn't everybody here already trying to promote the State's best Interests? and, Why do we need a general movement along those lines? These are some of the questions which hare been asked since the 8outh Carolina Development Board opened a new headquarters in Columbia and announced its plans for a state-wide expansion campaign to secure an Individual membership of some thousandjs and an Income which will equip it to do the things which Its past record of achievements Is urging U to undertake. Not An Experiment In answering the questions about the organisation, members of the State eampalgn committee, of which Governor Robert A. Cooper Is chairman and former Governor Richard L Manning vice-chairman, place emphasis on these features: The South Carolina Development Board is not a brand new organisation; ft'is not an experiment !h an untried field of work,' it does not dapM* cate any existing agency; It is democratic in form and fully representslive of every section end interest in the 8tate. The board has been operating more than a year, with a limited number of members and a very small ineome. Tet it has made a record of specific accomplishment which many older and larger bodies might envy. It has based its program on that which development boards In other States, notably In the far west, have created, thifc avoiding their mistakes and profiting by their successes. Its government and operatlen have been placed directly in the control of the individual members, who will also determine Its I policies. No interest and no section of the State will be without full representation. Its Field Unoccupied. In particular, it is pointed out that the development board is not overlapping any other agency. Since November, 1918, when the movement bad Its actual Inception, and specifically for more than a year past, it has been performing state-wide services and building up a program of definite j activties which were and are awaiting the attention of an organization representative of the united opinion of thousands of South Carolinians. There la not today any other body of citizens equipped to handle these tasks. Therefore the South Carolina Development Board speaks of Its expansion campaign, which will be made from June 21 to 26, as an effort to greatly strengthen an existing piece of machinery to do an important work for the good of South Carolina. "To hare such a body of men united for the common welfare, led by such a committee, is full of hopeful promise. It is an effort to organise the people of the whole State for the general development of all public and private interests. After all, real organization is simply getting people together under wise and efficient leadership to prosecute common purposes under uniform plans. . The leadership is provided by the board; the pur' poses are wisely and ably coflttruo jtive; the plans will be forthcoming; the press will echo and re-echo the call; and the people will respond. "The board, very wisely, is going to specialize in tire development of the agricultural resources of the Stat* They are fundamental." ? CHRISTENSEN GIVES NEW MOVEMENT MUCH TIME Senator Niels Christensen of Beaufort is proving his Interest and falUl in the new movement for a unification of the forward-looking eltlxens by giving much time and attention to the South Carolina Development Board. "The South Carolina Development Board Is compose^ of and supported by Individual members, thereby preserving its democratic principles and providing for the affiliation dT other organized bodies as a wnole." target Growing of Hamp Joseph Dixon, writing ^Governor Cooper from New York, says hemp can be grown successfully in the eastern and coastal counties of South Carolina. Mr. Dixon says h? has gathered enough hemp seed to plant 1,000 acres of fiber and will furnish samples of seed to any one wishing to try the experiment. He says the crop can be made worth millions of dollars to the South- He contends that in building ships the United States Imports nothing but the hemp ropes.
