Rest periods for workers are advocated
by the National Industrial Con- (
ference Board, which says a ten- 1

greater production. But it would be t

their wives results in a better meal.
Somebody said capital is entitled i to
a living wage. But we have heard j
men talk who seemed to think that
capital was of no value to the industry
at all, when as a matter of fact
if it had not been for the enterprise
of some man or- group of men owning
capital they would be out of a
job. Capital is as necessary as labor
and tools. Let no one get the notion '
that the man who handles the tool is
everything. Sensible workmen don't'
think so, but professional agitators
easily mislead the unthinking.

for the box for his club, tickets, etc..
and will qualify on or before August
25th, 1919. The secretaries of the
several clubs will deliver the original
club book of enrollment to the
managers of the election. The polls
open at* 8 o'clock a. m., and re-!
main open until 4 p. m., Aug. 26,'
1919, whereupon the managers will t,
proceed to count the votes and after i
tabulating the result shall certify the

same and forward the ballot boxes
containing the poll list, ballots and
all other papers, except the club book
by one of their number within thirty-six
hours after the close of the
polls. The managers shall return the
original roll book to the secretary of
he club immediately after the declaration
of the result of* the balloting,
or as soon thereafter as possible.
The managers shall administer to all
persons offering to vote the oath re
quired oy tne party rules and snail
arrange a table, desk or other place
upon which the ballot box shall bo
placed, so -as to enable each voter to
deposit the ballot without interference,
hindrance, crowding of confusion.
The County Executive Committee
will meet at the court house at 11,
o'clock on August 28. 1910, to tabu-:
late the returns, declare the result of |
the primary and for such other business
as may come before the commit-:
tee.
