*g????? URGES MERCHANTS TO RETURN BI-ANKS. Is Authorized tQ Act to Summon Witness and Call for Records, Books and Other Documents. Judging from the temper of the South Carolina tax commission, no encouragement to delay on the part of merchants in returning their stock statements will be given and it seems to be the intent of the commission to use every lawful means to secure the ctafompnts Some three weeks ago the tax commission mailed out to merchants over the state a blank stock statement which ihe merchant was requested to fill in and return. The statement was prepared under the acts of 1915, Statute No! 99, which requires individuals, partnerships, companies and corporations to furnish information! concerning their capital, bonded and other debts, current assets and liabilities, value of property, earnings, operating and other expenses and other information which may be needful for the commission to ascertain the value and relative tax burden borne by all kinds of property in the state. When the tax commission saw that some merchants were apparently giv- j ing little heed to the blank stock statement, a letter was sent out call-1 ing the merchants' attention to the fact that the sta.ement had not been returned and inclosing a second blank for the convenience of the merchant. The second letter closes with the following significant paragraph: ''This commission will insist upon your complying with the above request, and expresses the hope that you will comply at once and thereby relieve the commission of following up this matter further, as well as relieving you of any unnecessary expense or inconvenience that may attend your failure to comply." Subvisions 6 and 7 of Section 8 of the act creating the tax commission gives the commission authority "to require individuals, partnerships, companies, associations and corporations to furnish information concerning their capital, bonded or other debts, current assets and liabilities, value of property earnings, operating and other expenses, taxes and other facts which may be needful for the commission t0 ascertain the value and relative tax burden borne by all kinds of property in the state,'? and to summon witnesses to appear and give testimony and to produce records, books, papers and documents relating to any matters which the com mission snail nave aumoruy 10 investigate or determine." It is readily seen that the enforcement of the second of these two subdivisions would entail no little inconvenience and expense on merchants who have failed to fill in and return the blanks sent them.
