Dr. Babeock is no more responsible for the deplorable conditions at the assvlum than is that body known as the general assembly of Sonth Carolina a and any attempt to ma?e a scape tt goat of Dr. Babcock, who has ren- w dered long and faithful service at the assylum, should meet with resentment from the fair-minded cit- B izens of the State. Time and again Dr. Babcock's requests to ai the general assembly for an appro- I priation for adequate improvement F at the institution have been ignored by the general assembly, while Clemson and Winthrop and the Citadel have prospered and fatten- ^ ed at the expense of the tax payers. ^ Dr. Babcock did the best he could r under ciscumstances which long ago would have forced the resignation of any mm without some love of humanity in his heart, and the attempt of the senate judiciary to make him a victim of circumstances due entirely to the negli- ' ^ence and indifference of others s< is unworthv of ? i . ? ? ...w .tvvci cii very S( excellent gentlemen who compose the senate's most distinguished ^ committee. m The Coast Line proposes to relieve the congestion of traffic between Florence and Pee Dee by ^ the construction of a double track from the river to Florence. Of course the double track will not be laid across the river as that would call for quite an expenditure of money, but work has already begun on the other side of the river and before many days ja trains will be running over the new track. Heretofore the single track has been able to take care of the traffic over the two lines L leading into Pee Dee, but the pi I volume of business is increasing es so rapidly that now a double track u has become a neccessity. The Coast Line has also authorized a bond issue of several million dol- L lars for the construction of a hs double track from Richmond to p Florence and it is probable that p operations will begin before the present year expires. J The books for collection of Mute, Uoun'tV and Road Tax will be open from Oct. 15, 1909, to Dec. 3e, 1909, those who prefer to do so can pay State and Countv , taxes in January, 1910, with 1 per cent additional; those who prefer ^ paying in February, 1910, can do ' so with 2 per cent additional; those who prefer paying in March, 1. 1910, to the 15th of said month, can do so by paying an additional 7 per cent.
