The older ones of our readers will recollect the brilliant, fa cetious and erratic Tom Mackey who turned Republican and play ed conspicuous political roles in this State during the days of good stealing, being at one time one of our Circuit Judges. Ho is nearly seventy years of age. His first wife procured a divorce years ago, but he has since fooled two nice young women—one lust year—and now two are claiming dear Tom as a husband. In re construction “Watch Tom” was a maxim. Suffering in Havana. New York, Aug. i.—The Ha- ; vana correspondent of The Times, in a letter dated July 5th, describes the-condition of “growing indigna tion. ” He says: “Though Ha vana is still quiet, extraordinarily, ominously quiet, as a calm before a storm, there is an ever increas- ing feeling against the govern ment’s deceit in hiding the truth and spreading false news, appar ently with the intention of leaving the people at the mercy of their enemies. “Famine is slowly tightening its hands. The bulk of the popula tion would already have starved but for the supplies of mangoes, pineapples and bananas The death rate is extraordinarily high here, and still worse in other parts of the island. “In some settlements half the reconcentrados have died since war was declared.” CANDIDATES’ Mr. J. E. Normeut’e article in the News and Courier of the 1st is a comprehensive statement of what is doing in tobacco culture in Flor euco county, the description and personnel of the throe warehouses and stemmery, the high quality of the tobacco and the promising fu ture of the weed in this and ad joining counties. We like the article because it is well written and true. In this connection we take occa sion to commend the active and efficient work of the business men of our town. CRUELTY TW ANIMALS, The Columbia Record is calling for an 8. P. C. A., and we think from cases that have come under our own observation Florence can echo the cry. We do earnestly wish that the public attention would rest for awhile upon the treatment of horses, not only in the city, but country hard driving and merciless beating dur- ing the hot weather, but for starv ing the poor animals to death. No man should own a horse when he can’t feed him. THE 8ECONO H. C. KEEIMKNT. Cols. Jones and Thompson have returned from Washing!' i with such amendments of the rules as they think will enable them to fill up the regiment: We clip the following from the Daily Record: “The impression that the gov ernment does not especially care for the second regiment is as er roneous as it is widespread. We were assured that the government has no intention whatever of let ting it tall through. “ The president is anxious that all the states fill their quotas, so that when the war is over it can be said that every state in the Un ion responded to the call. We are not the only state behind in this respect. Georgia, Alabama, Mis sissippi and Kentucky are all m the same boat with rs. The presi dent is det'-rmined that all these shall fill their quota.” Three commissioned men, with three enlisted men to assist them, will be appointed as recruiting officers, and will be accompanied by two of the regimental surgeons. U hen this party visits a town they w ill appoint a local physician to assist them, and iu this manner Wherever recruits are found they will immediately be examined, mustered and sent to the Colum bia rendezvous. c ^ ev * Costley, of btockbridge, Ga., while attending to Ins pastoral duties at Ellen- wood, that State, was attacked by cholera morbus.
