This accords with the policy of the South Carolina Highway Commission, which adopted the plan from the experience of other sec tions, which are noted for their good roads. 1 he hard surfacing will be done with clay, and other local materials. \ For the most part, the clay, or other materials will be obtained from the ditching and draining operations. Thus the hard surfacing will be largely a matter of disposing of the excavated materials. ^.
