Cooper has addressed a letter j to some thousands of citizens in! every county in South Carolina, in! which he says. In Part: “No public spirited and far sighted I citizen can question the advantages which will accrue from having a strong, efficient and widely represent afive State agency for crystalizing public sentiment upon ’fundamental projects cf development which must be the basis of the future growth and prosperity of our Mate. “The South Carolina Development Board offers such an agency. It has' a comprehensive program of definite 1 and highly important objectives. The i characted of the nlen who are giving, their time and energies to its work injures dlstlnterestedness of pur pose, and’its plan of organization and methods make it democratic and rep resentative. ‘This organization can be made just as affective an agency for the upbuilding of South Carolina as have been the development boards of Cali fornla and other western states.” In closing the letter, which con tains some printed matter about the movement, the governor invites ex amination of the plans of the develop ment board “and your support in the campaign just being launched to^ive it adequate financial strength and the influence which will come through a large and widely distributed member ship."
