New High School Building \fter painstaking study and visit ing modern High Schools, studying numerous modern High School plans, vour Board had completed the plan* tot our new High School building, it will be thoroughly modern and will reflect credit on the community that so generously requested that an ade quate hnlldlne be erected. Cost: The lowest bid. for the eree Hon of this building was that ,ol Messrs. Haynnworth and Lawton, $193,500 00. However, the contract was let on a cost-p^r cent basis The contractors guarnteelng that the building would not exceed their bid. It was further found that the .build ing could b? fire-proofed for a cost guaranteed no{ to exceed $25,000.00 and the Board thought it wise to erect a Ore-proof structure, as the Interest on the additional cost wcu'ui be almost offset by the insurance on a woiMt structure. On account of the sickness of Mr. Com mander tlie other sales have not been liushed Athletic Field It is the purpose of the Board to use the funds' from the sale of the houses on the new High School lot to build and equip an adequate athletic field, which will be in proximity to the High School and will also, afford a place of amusement for our citizens during the summer months. A field so located will be a great asset to our school system. Negro School The negro school is badly congested ami plans for relief is urgently need ed. There Is an enrollment of more than 1,700 in 16 rooms In one build ing. The board bad hoped to be able to handle this situation, hut owing to the Unsettled condition of the mon ey market, deemed it wise to defer any action and await your direction. Library Act At the last session of our Legisla ture our School District Act was so amended as to incorporate a library act. This act provides that, if it be necessary, as much as one mill may be voted to maintain * public ^|J*- brary. Petitions for Salary Increases During the present session the hoard has had severed on it three po tions *for salary increases. With the funds at hand it was impossible to grant the desired increases. The last petition was to grant an increase so as to make. ■ a. minimum salary of $1.200.09 the year in our grammar schools. Audit Your hoard has deemed it wise to have the affairs of our district audited and beg to report that, as formerly, this year this audit has been made. Sinking Fund We now have $2,500.00 on deposit to the credit of the sinking fund ac count. According to the report of our auditor a levy of 7 and 1-8 mills will be necessary to provide an ade quate sinking fund to retire the first issue of bonds when due and to pay the interest on all bonds issued. As, under the law we cannot levy a frac tional mill.' your board has levied 8 mills for this purpose and'the neces sary legal papers have been served on theproperoffieiaIs that the provisions of the law may be complied with. Ac cording to the report of our auditor, after a period of 8 years. 4 and a frac tion mills will he adequate to care for the bond account. This for the rea son that the first issue of bonds will have matured. Bond Levy on $100,000.00 The 3 mill levy, provided under the law. was not entered and collected this year, with the result that we had to pay the interest account out of the levy for maintenance of our school. Legal Services of Mr. Davis As. an evidence of appreciation I desire to report that Mr. Davis has given his legal services to the board in all matters incident to the bond elections and the sales of the bonds. Expected Income 1019-1920 According to our estimates in our report to you last May, we expected to receive the following funds: er outstanding bills Incurred a defi-. clt of $9,700.00. Thus we went Into the present session with a deficit of $9,700.00. which was further supple mented the interest on the $100,000.00 bonds Issued July 1919. As before stated the 3 mill tax was not levied | to protect these bonds and the board had to protect the interest out of the 1 funds for current expense. According to the statement if the Couhty Superintendent, wc can not figure on more than a 90 per cent collection of the returns. This would reduce our assessment to the figure $3,490,291.80. A levy o»i this assessment will vlehl $3,490.29 per mill. In order to raise the necessary funds to meet the required expense, it will be neces sary to vote a 24 mill levy. This levy will yield an income of $83- 767.00. Recommendations First: That a levy of 24 mills be voted for maintenance. Second: That- the citizens take such steps as the.y deem advisable to provide on’* community with a public library.
