The lieutenant colonel called during the late afternoon at headquarters and spent some time with Col. Jones, Major Kav s and other officers. About dark, Col. Jones, who, as chairman of the State Democratic committee, has had much work to do in the 1 jcity, left the camp in charge of Maj. Kavos, the next ranking of ficer, Lieut. Col. Thompson having gone to Washington. Shortly afte* the departure of Col. Jones, Lirut. Col. Tillman expressed a desire to visit the Darlington Guards. He was accompanied to “A” street and shook hands widi many of the men, whom ho met at the fair grounds last May, during the organization ol the First Iteg iment. Then he drifted ovr to the Manning company’s street. It is said he exhibited the petition of the First regiment to be mus- , tered out, and said something to' encourage similar action by men ; in the Second. A big crowd gathered on “D” street (the Man ning Guards) and same showed they liked that kind of talk. About this time it is said that Maj. Flaves approached the lieu tenant colonel and requested him to withdraw from the camp, as his presence was against g< i liman About the Raines seizure “It the News and Courier says. “It will be remembered that this is the seizure which became famous when the present b eird came into otlics- A constable went to the place of L. B. Raines, in Greenville, and seized a barrel, which was found to contain eight half jugs of whis key. The liquor was concealed in 130 pounds of coffee. The entire contents were shipped to Colum bia. Raines asked for the return of the coffee, and when the board made its investigation, it was dis covered that only thirty pounds of the coffee could be found at the -State dispensary. The other hun dred pounds have never been traced. The superintendent of th ) dispensary at that time had purchased of the commissidner the thirty pounds and paid for it. .Mr. Douthit asked Solicitor An sel’s opinion about the matter. The solicitor gave a written legal opinion, saying that under the dispensary law the board would have to reimburse Mr. Raines for the cuff. 0, because in the contem plation of the Act governing sn«.h seizures the articles along with wh iskey, in order to be retained by the State, must bo a necessary fixture for the aid of a violator of the law to dispose of contraband. Consequently the board will pay Mr. Haines for the coflee.
