Washington, April 11.—The State department to-day received notice of Gan- Blanco’s proclama tion ordering a cessation of hos tilities in Cuba. It was cabled to the Spanish minister here, and by him delivered to the department- The proclamation is as follows: “His Majesty’s Government, yielding to the reiterated wish ex pressed by his Holiness, the Pope, has been pleased to decree a sus pension of hostilities, with the object of preparing and facilitat ing the restoration of peace on this island, in virtue whereof I be lieve it convenient to order: “Article 1. From the day fol lowing the receipt of the present proclamation, hostilities are or dared to be suspinded in all the territory of the islaud of Cuba. “The details for the execution of the above article will be the object of speoial instruction that will be communicated to the several com manders in chief of the army •orpa for the easy and prompt ex ecution according to the situation and siroumstances of the case.
