If the answer be ip the affirmative, then we say inter vene promptly and say to Spain, barbarism and cruelty must cease on American soil. If this provoke war, let it come. We can be elear and justifiable in our action. High moral grounds are better than technical legal grounds based upon diplomatic art. But do not make the end Cuban annexation. If free Cuba finds itself capable of self govern ment and desires annexation, that is another question. We are cer tainly not ready to risk it now.
