The United States Government, by Secretary Long, of the navy department, has just closed a con tract with Feale, Peacock <fc Kerr, coal operators, for the delivery at Key West within 40 days of 400,- 000 tons of steam coal. This con tract is unauthorized by Congress, but it is made under the emergen cy clause. The contract calls for the delivery of 10,000 tone of coal per day at Key West for 40 days, shipment! to commence on or be fore April 1. Mr. J. H. Smith of our town is a first-class paper hanger and has the agency for the largest wall paperconcern in the United States. Mr Smith will take pleasure in calling on any one desiring to see samples. I Late in the afternoon Senor DuBosc, the jBpanish charge, re ceived a cipher' cablegram from the Minister of Stite at Madrid, Kenor Gallon, saying: “You can disavow the rumor that any official application has been made for the recall of Gen. Lee.” This confirms^. Mr. DuBosc’s view that a misapprehension bad occurred and that some intimation concerning Gen.,Lee had been con structed into a request or demand for his recall, ^rhich Mr. DuBosc says with positiveness was never intended. * It is learned that the Spanish objection to Consul General Lee is based largely upon his bympathy for the Cubans and some of his utterances which have found their way into print. It is understood that the Spaniards also take ex ceptions to the friendly relafious and companionship exisitiug be tween Gen. Lee and correspond ent* of papers, which have been decidedly unfriendly to Spain. It ii believed that Senor De Lome carried to Spain papers and in formation calculated to make the Spanish government request the recall of Consul General Lee. The offers of ships to the navy department are now assuming de finite and formal shape. During the day Secretary Long received a call from A. F.
