Present conditions demand it, and ths demand is of a stern nature. THE CIVIL SERVICE. The civil service law is passing through the congressional mill, and as yet it is impossible to say in what shape it will come out. Its opponents are bitter in their (at tacks, while those who defend it are not unduly enthusiastic. Both republicans and democrats are de nouncing the system, which, if correctly described by the lurid epithets applied thereto, must in. deed be a variegated monstrosity. But really the exact reason of the violent opposition to the law does not appear. While one or two congressmen openly favor a re-adoption of the principle of “to the victor belongs the spoils,” yet ot those who would Tiasten to re- pudiate this only a few offer any thing better than the system they so picturesquely denouace. Con gressmen should be- more explicit in their remarks. * * * We would regret a return to the spoils system. civil service system may not be perlect, but it is established upon a basis of merit, and in this free country of •urs merit is supposed to win. Congressman Bromwell of Ohio and the Columbia Register suggest a fixed tenure ^>f office and the periodical holding of competitive examinations to fill the various offices coming under the law. This, it seems to us, would remove the possibility of a civil pension list, and would at the same time increase the efficiency of the ser vice. Linder this plan worn-out merit, so to speak, could frnnn time to time be replaced with a fresher variety, and there would still be preserved the beautiful feature of the law, to-wit: the en tire removal of these offices from the reach of political power and influence. The spoilsmen should be choked off, and merit should have its re ward ; but, if there be any. danger that the civil service as it now stands shall foster the growth of a pensioned office hoiding class, then some such change as the foregoing is the one demand of the hour. The expurieuce of the moat auo- ceaefnl merchants demonatratea that the beat way to advertiae it to buy apace in a newspaper and change the ad. ofteu. Circulars programs, and the multiplied number of other schemes have been proven well-nigh worthless. People read newspapers day in and day out, and hence cannot fail to see the ads; but circulars, etc., are thrown down as quickly as picked up, and frequently with no idea of what they contain. Newspaper advertising brings results. - r £ .,- i . WILL COMMENCE AT NINE O'CLOCK. Young’s Island early cabbage plants for sale at Walton’s Ftirii market. Gall and leave your Or ders. dtf. SIEIEDDS ?
