It is gratifying to note that only fifteen members of the house voted to reduce the South Carolina Col lege appropriation to $17,000, but at the same time sixty-six, a ma jority, were willing to reduce it to $21,000. Of course, the South Carolina College should be run economically. Its most ardent supporters would not give it money to spend recklessly and extravagantly. Those members of the house who opposed a reduction were of the opinion that $25,000, used with strictest economy, was little enough for its decent sup port. One of them referred to the fact that the professors were work ing on reduced salaries, and then went on to say that, if the house did anything, it should be to in crease the appropriation and put this college on a par with the other leading institutions of the land. However, the house, that is to say, a majority of the house, thought differently, and the college will be compelled to live on $21,000 until the next season of attack lolls around. We think those interested in the culture of tobacco are needlessly alarming themselves about the ef fects of the anti-cigarette hill. The Senate’s amendment to the hill in creases the number of cigarettes in a package to ten and reduces the privilege tax on each package to five cents, and, if the hill passes, it will in all probability be in this form. Again, the manufacturers of ci garettes will not boycott South Carolina tobacco growers simply because the sale of cigarettes is restricted in South Car olina. The manufacturers want the best tobacco, that is, tobacco suitable for their purposes, aud they are going where they cau get it. If South Carolina tobacco auits them better than ary other, and we understand that it does, they will continue to buy South Carolina tobacco whether or not a •ingle cigarette is sold within the borders of the State, and, with the whole of the United States as a market, excepting this portion thereof, will sell cigarettes as be fore. Is there any truth in the foregoing? The tax is on neither the raw material shipped from the State or used in the State, nor the manufactured articleshipped from Special Notice.
