Admiral Bunco Will Arrive In Charleston February 1st, to Make his Arrangements. Washington, January 15.—Sec retary Herbert says that the great naval drill at Charlestoa will take place as originally agreed upon, all reports to the contrary not withstanding. I called at the navy department to-day and had a long talk with Secretary Herbert on the subject. He says the drill will take place during the first week in February, and it may continue two or three weeks. Rear Admiral Bunce, in command of the North Atlantic squadron, will proceed to Charleston on Febru ary 1 st, and arrange the details of the drill. He will be accompanied by seven or eight war ships, and the rendezvous will be at Charles ton. The Secretary was highly grati fied when informed that the citi zens of Charleston are preparing to give the squadron an enthusias tic welcome, and he expressed the hope that the occasion will be in structive to the “sea dogs” and also to the “land lubbers.” He says a contract has already been made for the coal to be used by the squadron during the drill, which puts at rest all doubts as to wheth er the drill will take place at Charleston. It is to be a great event in naval history, and it is not surprising that other cities would like to have the distinction of en tertaining the fleet during such an expedition as is contemplated. Secretary Herbert says that he has given Rear Admiral Bunce au thority to arrange thedetals of the demonstration in accordance with the surrounding conditions. “It would not do for me, ’ said the secretary, “to undertake to pick out the vessel that is to run the blockade, or to dictate t“ an ex perienced sailor like Admiral Bunce how the ships of his com mand shall be employed It will be a very interesting and instruc tive performance, and I desire Ad miral Bunce to have ample author ity to carry out his own idea as to the methods and tactics to be em ployed iu the test. As I under stand it he will select certain ves sels to protect the harbor. Then he will designate one of the ships to run the blockade. The ships on guard will be equipped with gearen lights and all the modern appliances known to tbe new navy, so that the experiment will be watched with interest by all the navies of the world. Admiral Bunce will be the sole umpire of the coo test, and he will be sta tioned at Oharleston while the ex hibition is in progress ” Secretary Herbert says that h.i will not be able to attend the ex hibition owing to the pressure of public business upon him attend ing the closing of the present ad- THE fODRTH DAT. lullowing the foil ooking to tli I lion nt the county of Salem. The concurrent resolution in the matter of the charter of the South Carolina and Augusta Railroad company was taken up for a second reading. Mr. Bacot said that he had looked into the acts and the charter had been forfeited and the only body that could renew it was the general assembly. The new act prohibited the secretary of state from granting a charter to a corporation whose charter had been forfeited. After some dis cussion the resolution was adopt ed.
