His text will be the resolu tion he introduced a few days ago recognizing the independence of the republic of Cu^a, declaring it to be the duty of the executive to act in harmony with congress in recog- U'/.ing a new state and appropriat ing a sum sufficient to pay a diplo matic rep esentative of the repub lic, when the President shall have appointed oue. The extreme posi tion taken by Mr. Mills leads to the belief that his speech may be, to some extent, sensational and that his criticism of the attitude of Mr. Olney may be severe. Senators are awaiting the return to the city ot Mr. Cameron who is in charge of the Cuban question. There does not appear to be any desire just now to push the iecognt tion question. When questioned as to the correctness of the rumor placing Judge Goff in Attorney G-neril Harmon’s place, Mr. Scott said: “The report is absolutely cor rect.
