Hanna have at last got down to the serious work of constructing a cabinet. There seems to he no possible doubt but that Cornelius N. Bliss, of New York, has been offered and accepted the secretaryship ot the navy. It is said this arrangement was accomplished at the home of Chairman Hanna on Monday af ternoon in the presence of and with the consent of the New York mem ber of the prospective cabinet, which will probably be followed on Wednesday by a definite under standing witli Senator Allison, whom Maj.
