Upon the written petition * of a majority of the qualified electors residing in any schoo1 district requesting the attendance of pupils on school a throughout the full term, the County Board of Education shall order such attendance hereunder. This act shall not shorten the period of school attendance in any district where a longer school term than four months is now maintained and attendance is required under the iocal option lav.-. That any child whose phy sical, mental or moral condition un-, fits it for attendance at school is exempt from the requirements of -Section1 1: that such child must be designated as unfit by a person competent to judge and appointed to do so by the County Board of Educa>. ?on. Any child ineligible to at tend the public schools shall be reported by the Attendance Officer o,* Board of Trustees, as the case may be, to the County Superintendent of Education, who shall transmit such report to the executive head of the proper State school for such special child: Provided, That the County Board of Education 01' any county, with the written approval of the County Superintendent of Education and of a majority of the County Legislative delegation, may employ for such period as they deem necessary, a County Attendance Officer to perform the services herein devolved \ upon the district Attendance Officers, for all the districts of the county: and :he expense of such Attendance Officer shall be pro rated among the dis- j :ricts of the county in proportion to j the funds available for the support I af the respective school districts. Sec. 7. Sec. 12. In\the case of a widowed mother or of a crippled father, any child above twelve years of ^ig<> whose labor may be necessary 1'oiu the support in whole or in part of any person may he excused. The children of parents unable to purchase the necessary books for attendance upon a public school shall, upon the order of the County Board of Education, bo furnished those books out of the public funds of their district. The County ' Board of Education shall be the competent judge of such cases. Sec. 13. It shall be the duty of' the Superintendent of Education upon receiving reports of unexcused ah- " sences. to turn the 'said report over to the rural polioe force in the district j in which the absence occurred, or in ! case no rural police is maintained, to * l the nearest constable .whose-duty it shall be to immediately apprehend; the parent or guardian of the absent child before the nearest Magistrate 1 and prefer charges against said person in accordance with this act. and I to summon such persons as are necessary to prove raid charge.
