Spa, July 9.-(By the Associated Press.)-Germany today, in conform ity with the unanimous decision of her cabinet, signed the protocol for her speedy disarmament firmly insisted upon by the Allies. Chancelor Feh renbach and Dr. Walter Simons, the foreign minister, affixed their signa tures to the document, which was drawn in the exact form submitted by Marshal Foch and Field Marshal Wil son, the Allied military chiefs.
