Allied control commissions to super vise the fulfillment by Germany of the disarmament clauses of the treaty, the United States Government is watching 1the situation uqofficially. The most noteworthy instance of non-compliance with the disarama vnent provisions attracting attention here is the failure to reduce German imilitary effectives. Although pledged 'to reduce her regular army to 200,000 !by April 10, 1920, and to 100,000 by July 10, the regular army remains :approximately 250,000, according to what is regarded as a conservative estimate. This is in contract, how ever, with a 800,000 pre-war peace estimate and a narmy of 5,000,000 at the time of the armistice. It is thought probable -that demobiilzation of these reserves will be proposed by Germany at the Spa conference May 25, as a bargain for the continued maintenance of a reg ular army of 200,000 after July 10. Although in compliance with the treaty tlie German general staff os tensibly has been abolished, reports herq say that the nucleus of a general staff continues to be maintained. It certain cases, it is reported, general staff officers are continued as civil ians at the foreign office to pursue their previous staff duties. Of the guns and ammunition Ger many agreed to destroy by March 10, 1920, it is estimated that up to Jan uary 5, 1920, about one-quarter of the amount had been disposed of. At Spa, it is understood, it will be decided whether these munitions shall be taken over by the Allies or whether Germany will be permitted to destroy them. BOLL WEEVIL POISONING BRIEF Clemson College, May 10.-"Pres ent indications are that boll weevil poisoning will rapidly develop into a very important factor in boll wee vil control in heavily infested fields," -vs Prof. A. F. Conradi, Entomolo !rist for the State Crop Pest Commis sion; but he adds: "Whoever poisons in South Caro lina in 1920 must remember that he is experimenting, and should bad re suits he secured he should not be come discouraged, because many mistakes will be made this season. After this season we will know more about it." Summed up, the precautions to be observed are given as follows: 1. Poisoning should not be un dertaken in 1920 except on heavily infested land which would produce half a bale per acre in the entire ab sence of weevil injury. 2. Before you use your calcium arsenate be sure that it conforms to the Government specifications. 3. Be sure that you have an ap proved dusting machine, some dust ing machines are not satisfactory for this work. 4. Dn not undertake more than you are absolutely sure you can han (lie thoroughly. Do not miss or han dIe haphazardly a single step in the recommendations or you may court entire failure. 5. Where approved hand dusting machines are used, it is suggested that the beginner plan on five acres per machine unless he has plenty of good labor so that lie can rotate sev eral men on one machine. 6. The vehicle and road tax, when col lected, is to be used in the districts from which it is paid, and can be paid out only upon the order of the district commissioher. After that date it will be up to the Sheriff, Rural Police, and Magistrates to en force the law. Mr. Wells, County Treasurer, tells me that the law requiring him to col lect the road tax is defective, and that he cannot collect it. Quite a number have paid their road tax to me. If you will return the 1920 receipts I will refund your money. I have had enough in the past two years in collecting road tax, and I am through. It takes money, and not law to build roads. I advised the local commissioners to go slow in placing contracts for or having work done. We will have only the road and vehicle collections to pay for work, and material, and if it is not paid in, we are helpless.
