Dr. Plotz plans car ryin gon a campaign of education to show the people how the disease is spread by body vermin. Ie plans lec tures, posters, slides and moving pic tures in the churches, schools and theatres to teach the peasant that. the body louse is not a sign of health as he now regards it, but the carrier of typhus. Shortly after his discovery of the typhus bacillus and the typhus car rier, Dr. Plotz was called to Serbia by the Serbian government to fight the plague then raging there and throughout the Balkans. He was cap tured by General Von M ackensen 's Eleventh army, helped put down ty phus in the occupied territory as wel as in the Ge man and Bulgarian ar mies and was released in time to re-1 turn home and enter the American army. It was while there that he learned that the cootie was consider ed a sign of good health and that one of the most effective ways of stopping the typhus epidemic was to teach the peasants that the louse was their worst enemy, not their friend. Although going to Poland Under American Jewish relief auspices, Dr. Plotz will i not confine his work to Jews, but will cooperate with all agen cies in attempting to c'onqluer the epidemic, which is sweeping over all Poland. He goes to Poland at the request of Dr. Julius Goldman, Euro pean director general for Jewish relief work, who recently cabled that 95 per cent. of the people of Poland are ef fected by the present typhus epidemic. Mr. W'ells, County Treasurer, tells me that the law requiring hin to col lect the road tax is defective, and that he cannot collect it. Quite a nuniber have 'paid their road tax to me. If you will return the 1920 receipts I will refund your money. I have had enough in the past two years in collecting road tax, and I am11 through. It takes money, and not law to build roads. I advised the local commissioners to go sloV in placing contracts for or having work done. We will have only the road and vehicle collections to pay for wo k, and material, and if it is not paid in, we are helptess.
