Washington, March 12.-A substi tute for the Lodge reservation to Ar ticle X, which had stood unaltered fo many weeks as the storm center o the peace treaty controversf, was pro posed in the Senate today by its au thor, Senator Lodge, of Massachu setts, the Republican leader.
