Democratic strength which had been pormised for the Republican substi F tute as orginally drafted. Senator RSimmons of North Carolina, who hlad been in charge of the compromised negotiations for the Democrats him selfvoted against the reservation af ter a draft of his own, providing that, only to exercise stifriendly offices in nrotecting other nations, had been re jected, 50 to 27. Among other substitutes- offered from the Democratic side was that written by former President Taft. but, it failed to get a single Republican vote and was beaten, 46 to 30. The draft framed in the recent bi-partisan conferences also was presented by the Democrats and was voted down, 45 to 31. ""V. th'Pepublican side, Senator Frelinghuysen's substitute flatly deny ing any obligations under Article 10 went down, 59 to 17, leaders of both parties standing against it. An effort will be made tomorrow to: set a time for the vote on ratification, but the prospect of an agreement was uncertain tonight.
