RIDENT'S PROCLAMATION TO THE BOY SCOUTS The Boy Scouts of Ameriica have rendered a notable service to the Na tion during the world war. They have done effective work in the Liberty Loan and War Savings campaigns, and discovering and reporting upon the black walnut supply, in cooper ating with the Red Cross and other war work agencies, in acting ds de spatch bearers from the Committee on Public Information, and in other important fields. The Boy Scout ovement should not only be preserved, but strengthened. It deserves the support of all public spirited citizens. The available means for the Boy Scout movement have thus far sufficed for the organization and training of anly a small portion of the boys of the country. There are approxiniately 10,000,000,000 boys in the United States between the ages of twelve and twenty-one. Of those only 375,000 are enrolled as mem bers of the Boy Scouts of America. Qtr. Therefore, I, Woodrow Wilson, President of the United States of America, do hereby recommend that he period beginning Sunday, June 4th, be observed as Boy Scout Week hrough the United States for the )urpose of strengthening the work of he Boy Scouts of America. I earnestly recommend that, in ev ry community, a Citizen's Commit :ee under the leadership of a National Citizens' Committee, be organized to -ooperate in carrying out a program for a definite recognition of the ef fective services rendered by the Boy Scouts of America; for a survey of the facts relating to the boyhood of each community, in order that with the cooperation of the churches, the schools and other organizations deli riitely engaged in work for boys, ad 'quate provision may be made for ex Lending the Boy Scout program to a larger proportion of Americay boy bood. The Boy Scout movement offers un usual opportunity for volunteer ser vice. It needs men to act as commit teemen and as leaders of groups of boys. I hope that all who can will enlist for such ..ersonal service, en roll as sasociate members and give all possible financial assistance to this worthy organization of American boy hood. Anything that is done to in crease the effectiveness of the Boy Scouts of A merica will be a genuine contribution to the welfare of the Nation.
