Washington, May 2.-Increase of intra-State telephone toll rates by the Postmaster General was defended in a brief filed by the government to day in the Supreme Court in cor.nee tion with pending appeal: from South Dakota and Massachusetts courts. The State authorities in their appeals have contended the increase was an undue interference with their .olice powers.
