GENERAL ASSEMBLY PASSES MANY BILLS House Gives Greater Citadel Measure Final Reading TAX COMMISSION BILL UP Compromise Bill as to Consolidated Agreed Upon in Senate. Columbia, Feb. 19.--The bill pro viding for a greater Citadel was given its final reading in the House today and sent to the Senate. The Housc measure provides for an appronrintion of $300,000, payable in three yeaily instalments. It is proposed to erect the new plant on the Ashley river on a 200-acre plot of ground donated by the City Council of Charlesto, near Hampton Park. Among the important bills passed by the House to the Senate today was the measure appropriating $100, 000 for a building for a school for the feeble-minded and the bills forfeiting vehicles and vessels apprehended transnorting intoxicants in violation of the prohibition law. Bills were passed from second to third reading in the House allowing adjacent coun ties to consolidate their chain gangs; providing for the education of disabled soldiers at the University of South Carolina, the Citadel and Clemson prohibiting warehousemen allowing the use of cotton stored with them by 1b L t RMEH & filEBEEPJEE S MIM U A other than the owners, and authoriz ing the construction of a bridge across the South Edisto river to connect Charleston and Colleton counties. All day long the Senate discussed the bill to substitute a new taxing board for the present tax commission. By substituting a new organization the purpose is to thereby abolish the present tax commission. The Senate passed a bill that was very dear to Senator Wharton. He is a Confederate soldier, and for it he and Senate Alexander, of Pickens, fought valiantly. The purpose of the bill is, first to increase the Confed erate pension from $300,000 to $350, 000. Then it provides, that in the ad ministration of the pension money the making up of the list shall be in the hands of Confederate soldiers, and it stipulates that all pensions shall be alike, that is, that every Confederate soldier today on the pension roll shall be paid a flat sum of $96 a year, in stead of seven classifications, as at l present. The Berguson bill, which has al ready passed the House, and which is intended to exempt from taxation armories used exclusively for military purposes, passed the Senate, with an amendment including in this exemp tion property owned by the Y. W, C. A. and the Salvation Army. Other classes of religious property are al ready provided for. On account of the blowing up of all good roads legislation in the House bills have been introduced both in the House and the Senate to secure South Carolina's quota of the government good roads fund by the imposition of a direct three-mill tax levy on all the property in the State. This fund if voted is to be under the direction of the State Highway Commission, and it is deemed necessary to secure the quota of money now available and to be made available by the United States Government in aid of post roads. The statement was made on the floor of the Senate today that the op ponents and advocates of the legisla tion with reference to the electric railway situation in Charleston had agreed upon a compromise bill, and everyone seemed to be satisfied. This shipment was secured for 183 farmers in the two counties of the district. Each farmer had previously joined a sulphur-alfalfa club, orgaize'Ad by the county agent, and in so doing had pledged himself to apply at least 500 pounds of sul phur to alfalfa at the rate of 100 pounds an acre. Wash inton, [Feb. 22.-Among the usually best informed as to congres sional matters the impression is be coming v'ery strong here that both the army, and navy appropriation bills will fail to b~e enacted before the close of the present Congress. Neither of the hills have yet heens taken up by the Senate and with the short time now remainig it, will be remarkable if they reach the President before March 4I.
