HOME BANK & TRUST COI BUY WAR SAVINGS STAMPS REPRESENTATIVE JOHNSON TAKES ISSUE WITH COUNTY SUPERVISOR Editor Manning Times: In your issue of January 22nd ap pears the annual message of the supervisor of Clarendon county to the Clarendon county delegation, and -as I cannot comply fully with those ree ommendations I deem it proper to put my views before the people of this county. in the first place it is mis leading in the amount for roads, bridges and chain gang as to the $7,000.00 apptopriated, anyone would think that was all the money the last delegation provided, which is not true. In addition to the $7,000.00 a direct appropriation, we provided for all of the road tax and $6,000.00 surplus from 1917 and as the Lcet creating the automobile licenses put that amount il the hands of the super visor for the roads and this amount 9d to approximately $4,000.00 making a total of around $17,0 1.00 that goes directly to the supervisor's depart mnent, and I find that there has been spent by the supervisor and approved by the county board $16,800.00 in round figures during the yeti: 1918. .I do not intend this as a criticism but merely to let the people of this county understand that your delega tion has not mince or slit your road inns far as it was reasonable under the present condition justifiable. Secondly. I cannot agree that it would be right or just to put the road tax in a general fund to be used by the county board anywhere. that they should choose, but must in sist that the amount raised in the several townships be used to repair the roads in the township that it was collected from. To justify my posi tion in this I would ask how many townships have the gang repaired roads in during the year 1918? Now as to the supervisor's plan to appro priate $30,000.00 for the year 1919 for road improvement I must say un less he has ability that has not as yet been showed during the two years he has been in office I could not feel that I was justified in sup porting this appropriation. I would ask to be pardoned for referring to the past, but in support of the posi tion I am taking I would call atten tion to a review of the last two years. In 1917 we appropriated $17,000.00 - for the supervisor's departwr and a report submitted to your ion at the close of that yE supervisor showed out 000.00 he had spent les n . 000.00 having a balance c. . of over $3,000.00 and as above I stated that we provided for that department in 1918 over $17,000.00 and all the amount collected from the road tax which was several thousand and his % report in his message to us at this time shows a little over $2,000.00 hal ance of that amount provided in the veer 1918, so with the facts before " me and until that department can r present a feasable plan for the use that this amount can he used profit able on our roads I will have to pur sue a course that will be reasonable as I see it.
