In this interview the Emperor attempted to shift the blame for the world con flict to the shoulders of Dr. Theo bald von Bethmann Hollweg, former imperior chancellor, and Gottlieb van Jagow, former minister of foreign af fairs. S., Says Con Gressman Byrnes Washington, Dec. 3.-Congressman Byrnes of South Carolina, who has been traveling in the war zone with Congressman Whaley of his State, and Congressman Carter Glass of Vir ginia, has returned alone, having left h:s companions in Europe. Mr. Byrnes hastened home to attend to important public matters which were awaiting his attention. There is a vast distinction between the politicians and the people in Eu rope, said Mr. Byrnes: "The people were enthusiastic about America's as sistance, but the politicians now lhowed less love for us than they did last April And May." Mr. Byrnes further said: "There can be no doubt that in certain quar ters there is an effort to misrepre sent America's attitude aml cast doubt upon the unselfishness of our purposes. I have not the slightest d:>ubt that the president is in posses sion of information that the American public is not in possession of, that he cannot well divulge, but which has convinced him that it is his duty to attend the peace conference. Every A merican in Paris, regardless of par ty affiliation at home, is convinced that he alone can handle the situation and they rejoiced to learn of his com ing." In regard to the South Carolina troops Mr. Byrnes made this state ment, "I have been informed by Gen oral March, chief of staff, that the Thirtieth division has not yet been designated by General Pershing for return, but when it is designated he will advise me and endeavor to ar lange for the division to land at Charleston." -W-S-S WILL ASK SEPARATE PEACE Bavaria Would Open Negotiations With the Allies London, Dec. 2.-Bavaria will open iegotiations for a separate peace with the Entente Allies, according to an Exchange Telegraph dispatch from Zurich, which adds that the rupture between the governments of Berlin and Munich is now complete. The Government of Germany is sup ported by Field Marshal von Ilinden burg, who placed the army at its dis posal, and refuses to resign or to dismiss Dr. W. S. It will be headed by Col. Jefferson Thompson, who has been interested for years in the de velopment of aeronautics. The police tircraft will be used chiefly in polic ing rivers, harbor and bay.
