E 79 IVE, GIVE, CIVE, THE GOVERNOR URGES Without Stint, Without Limit to the United War Work Fund Collmbia, Nov. 10.--With relation to the united war work campaign, Governor Manning today issued the following proclamation to the people of South Carolina, urging that they give, "without stint and without lim it:" "Whereas, with the arch power of autocracy crawling from his throne in terror and the solidity of the Ger man nntion crumbling while its armies are battered in the field, it seems that the dawn of peace is veritably at hand. "Whereas, it is our own gallant fighting men who have turne. the scales of the world's fate since the dlark clays which prevailed for civiliza tion and humanity at the opening of the present year; and, "Whereas, these fighting men, in cluding thousands of South Carolin ians, must face the arduous task of reconstructing parts and policing oth er parts of destitute Europe, subject ing themselves to surroundings which will evitably imperil their physical, mental and moral well beings, "Therefore, now, do I, Richard I Manning, Governor of South Carolina, call upon the people of this State to give without stint and without limit to the united war work campaign which will guarantee to our sons and the sons of the nation a continuation until their home coming of the inval uable benefits and pleasures afforded them through the Young Men's Chris ian Associatiop, the Young Women's Christian Association, the Knights of Columbus, the War Camp Community Service, the American Library Associ ation, the Jewvish Welfare Board ail the Salvation Army. "Let us not forget in the hour of triumph the men wvho madec such tri utmph possible by baring their breasts to the guns and the bayonets of the enemy, by fighting undismayed amid lp~tomtnos gases and ever present ude.ath in manifold form. "It is my deep and sincere wvish that South Carolina be one of the ten hon or States for which welfare huts in i'rance, Belgium and Germany will be g~amed. The proclamation, after promising a constituent assembly to be elected by all adult men and, women, says that Bavaria will make Germany ready for a league of nations. It then continues: "The present revolution is needed to complete the self-government of the people before armies stream across our country or before troops should, after the armistice, bring about chaos. "The council will insure strict or der. Soldiers in barracks will govern themselves by means of soldiers' coun cils. Officers in the altered situation will not be hindered in their duties. :"We reckon on the cooperation of the entire population. All officials will remain at their posts.
