Washington, Oct. 5.-Cotton grow ers, packers, shippers, carriers, mer chants and miners from the South, North and Middle West, representing every phase of the cotton industry, from the field to the finished cloth, met in Washington today to devise means for more economic packing and more speedy transportation of the crop. Resolutions were passed favoring a standard size bale, that cotton could be packed to a greater density with out damage. The standard 500-pound bale now is packed twenty-two and one-half pounds of cotton to the cubic foot, and the conference approved a compression of from thirty-two to thirty-five pounds per cubic foot. Committees were appointed to take measures to insure the speedy and uninterrupted movement of coton by rail and water. Howard Elliott, mem ber of the railroad's war board, told the conferencp of the huge task of the railroads in m'oving troops and 'supplies for the government. "The splendid initiative of the American business man," Mr. Elliott said, "has built up this transporta tion." Chin Wah and Ing Sinn, of the Bronx, leave for a train ing camp this week. "I want to go to Bailin and tie a bunch of firecrackers to Kaiser Bill's coat-tail, light 'em and see him jump," said Wah. Wah and Sinn are partners. They were so eager to fight that they wished to leave with the first five per cent called to the colors. But the local board decreed that they should remain and have time to straighten out their business affairs.
