LIBERTY BONDS AT PAR New York, Aug. 13.-Liberty bonds for the first time since thp~ second or third (lay's trading in them on the Stock Exchange sold at par today. Last week they sold as low as 99.52 wvhich representedi a depreciation of $4.80 per $1,000.
