FEARS FOR OIL SJPPLIES Strikes in Tampico Fields Said to Have Been Result of German Intrigue. Washington, July 30.-So numerous have become the reports of German spy activities and propaganda in Mex ico that Ambassador Fletcher is pre pared upon his arrival at Mexico City to call the attention of the Mexican Government to the links in that coun try between Berlin and German agents in the United States. Officials of the State Department do not call into question the integrity of the Mexican Government but the reports have left no room to doubt the existence of a German organiza tion in Mexico whose machinations may be defined as a violation of Mex ico's neutrality.' The Carranza Government is be lieved in fact to be disturbed by the abuse of its hospitality and there is a feeling here that the time is not far distant when certain representa tives in Mexico of the German for eigun office may be officially question ed as to their activities. One man whom agents of the Unit ed States are watching is Richard Eversbusch. German consul at Tam pico. Eversbusch was the partner in business of Heynen for many years. Full List in Mexico. While almost every other govern ment has decreased the numbe rof its consular representatives in Mexico, Germany has kept there a full list and Minister von Eckhardt has been at the capital since the overthrow of Huerta. It will be pointed out to the Mexi can Government that in the event of reasonable proof of undue activities by any German consul or diplomat precedent for expulsion from the country may be found in the cases of Dumba, von Papen and Boy-ed. Mexican Oil Supply. The American Government is not concerned so greatly at the sugges tion that Mexico is used as a relay point for military information as it is over the constant and apparently un interrupted German propaganda emanating from Mexico and over the possibility of curtailment' of Mexic~im oil supply. The oil strikes in the Tampico fields have caused some anx iety and it has been freely charged that they were caused by German agents working in some eases through the Industrial Workers of the World. Recently incre ased taxes on crude petroleum and its derivaties already have resulted in a voluminous corre spondlence between the State depart ments of the two governments, but dlangor of any curtailment of the sup -ply by reason of that has passed, most of the operators paying the tax either with or without protest. NEW STORY OF U-BOAT WARFARE London, July 29.-Here is the lat ist story of German sea frightfulness against Americans: A German submarine held up the American bark Carmela, from an American port for France. on ia date not given, off the British boast. The crew of twenty, of whom six were American citizens, took to the boats. The submarine, however, forced the boats to pull alongside and lined the crew, headed by Capt. John A. John son, up on deck, forcing them to watch a German crew go aboard and rifle the Carmela. Then when an English- destroyer suddenly appeared on the horizon the submarine, regardless -of the twenty one men on deck, suddenly hibmerged, throwing them into the water. The German crew had taken every thing of value from the bark and set time bombs aboard. The bombs ex ploded, sinking the ship, but the Brit ish vessel rescued the men struggling in the water and brouglht them to a British port today. 0 THIS STATE FAR ABOVE ITS QUOTA Qualifies 750 - For Camp at Oglethorpe With 256 Allotment. Washington, July 30.-North and South Carolina had quotas of 379 and 256, respectively, in the allotments for the Sixth district for the second se ries of officers' reserve training camps, Tennessee making up the rest of the district's quota of 996. But South Carolina qualified the same number of men in the physical examination as North Carolina. Each State quali fied 750, a heavy overplus. Tennps see qualified 1,000.
