Pekin, Feb. 25.-Dr. Yen Hui Ching, Chinese minister to Germany has sent a cablegram to Dr. Wu Ting Fang, the foreign minister, announc ing that the German foreign office had verbally informed the minister that Germany could not, alter her submarine campaign, but that she would respect the lives of Chinese and their property and hoped China would not break off diplomatic re lations. Rio Janeiro, Feb. 25.-Brazil's dec laration to Germany that she doej not recognize the-submarine blockad< and leaving with Germany the re sponsibility for all acts from which Brazilian merchant marine may suf fer in violation of international law has elicited from Germany a state ment that the blockade. will not be abandoned. It is announced officially that the German foreign office has declared to the Brazilian minister in Berlin that it regrets neutral inter ests should suffer' on account of mil itary measures. Nevertheless Ger many has reported the unchangeabh determination to maintain the sub. marine blockade, to abandon, which would involve national annihilation.
